I am a performing dubstep DJ and producer and mix in my own beats into my sets and sell tracks online, with earnings now increasing.
By far the easiest method of how to make dubstep music is to use a digital sequencing program, and that's exactly what I do. It's the same method all the biggest international DJs use. Some of the software can be very cheap and takes very little time to become proficient in using.
I never went out and spent huge sums of money on expensive software and hardware. I am always making fun of my buddy who spent thousands on a Protools HD system with massive console and a giant rack of hardware. Granted, his system is much more capable when it comes to recording vocals and instruments, but his main interest is dubstep and hip hop anyway.
All I used is one program and when we mix in each others beats into our live DJ sets, no one can tell the difference. So the bottom line is, to make dubstep, a single program is all you need. If you want a greater variety of samples there are literally millions available for download without any cost. Just google it...

If you weren't aware already, the quality of the sounds used is very important, because there is no point in making a sick beat and then having to re-record it all to be able to sell it online or smash it out in a live set.
This software literally takes no time at all to learn how to use, even if you've never produced anything before. I was a complete amateur when I started, only spinning other producers beats, but I got tired of that. Now people are loving my tracks and they are actually selling.
