People want to know; is tap water cleaner than bottled water sold at stores? The US government has this to say. It could be.

The regulations governing the beverage industry were created by the US Food and Drug Administration. Those governing treatment facilities were created by the US Environmental Protection Agency.

When it comes to bacteria like e-coli, the regulations for treatment facilities are more stringent. When it comes to testing samples, the treatment facilities are required to do so, on a regular basis.
